The President cannot suspend, terminate, denounce, or withdraw the United States from the North Atlantic Treaty without the advice and consent of the Senate, or pursuant to an Act of Congress.
No funds authorized by any Act can be used to support any decision to withdraw from the North Atlantic Treaty until both the Senate and the House of Representatives pass a joint resolution approving the withdrawal by a two-thirds majority vote, or pursuant to an Act of Congress.
The President must consult with the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives before taking any action to suspend, terminate, denounce, or withdraw the United States from the North Atlantic Treaty. The President must also notify them in writing 180 days prior to taking such action.
