Unanimous Consent
A senator may request unanimous consent on the floor to set aside a specified rule of procedure so as to expedite proceedings. If no Senator objects, the Senate permits the action, but if any one senator objects, the request is rejected. Unanimous consent requests with only immediate effects are routinely granted, but ones affecting the floor schedule, the conditions of considering a bill or other business, or the rights of other senators, are normally not offered, or a floor leader will object to it, until all senators concerned have had an opportunity to inform the leaders that they find it acceptable.
Passed/agreed to in Senate: Passed Senate without amendment by Unanimous Consent.(consideration: CR S2252; text: CR S2252)
Summary

Congressional Budget Office Data Access Act

This bill exempts the Congressional Budget Office (CBO) from the Privacy Act of 1974 to expedite the sharing of data and information between CBO and federal agencies.

Under current law, the Privacy Act of 1974 generally prohibits federal agencies from disclosing certain records pertaining to an individual without the individual's prior written consent. This bill allows federal agencies to disclose such records to CBO (or to an authorized representative of CBO) without obtaining the prior written consent of the individual.

Several agencies, including the Government Accountability Office and the National Archives and Records Administration, are currently exempt from these requirements, and this bill adds CBO to the list of exemptions.
