DUI Offenses - As enacted, lowers the threshold for enhancing the minimum sentence of a person convicted of driving under the influence of an intoxicant, from a blood alcohol concentration of 0.20 percent or more to a blood alcohol concentration of 0.15 percent or more. - Amends TCA Title 39, Chapter 13; Title 55, Chapter 10, Part 4 and Title 69, Chapter 9, Part 2.

Health Care - As enacted, makes revisions to law relative to international medical school graduates applying for and utilizing special licenses. - Amends TCA Title 63.

Domestic Violence - As enacted, enacts "The Debbie and Marie Domestic Violence Protection Act," which makes revisions to law related to global positioning monitoring system devices, including requiring the court to order an offender to wear such a device under certain circumstances unless the court finds the offender no longer poses a threat to the alleged victim or public safety, requiring a cellular device application or electronic receptor device provided to the victim to be capable of notifying the victim if the offender is within a prescribed proximity of the victim's cellular device or electronic receptor device, and making other revisions. - Amends TCA Title 39; Title 40, Chapter 11 and Title 55, Chapter 10.

Hospitals and Health Care Facilities - As enacted, authorizes certain public hospitals in Shelby and Davidson counties, upon approval of the respective hospital's governing body, to establish a state employee and retiree healthcare incentive program that will allow for the waiver of applicable out-of-pocket expenses associated with medical, surgical, or mental health care at the public hospital, including deductibles, except those deductibles associated with a high deductible plan, copays, and co-insurance, for state employees and retirees and their covered dependents participating in the state group insurance plan under the bill. - Amends TCA Title 8, Chapter 27.

Alcoholic Beverages - As enacted, permits a retail licensee, beginning July 1, 2014, to sell at retail items related to or incidental to the use, consumption, dispensing, or storage of alcoholic beverages, including any hemp or hemp-derived cannabinoid product for which all required licenses, permits, or certificates have been obtained authorizing the sale of such product within this state. - Amends TCA Title 57, Chapter 3 and Title 57, Chapter 5.

Criminal Offenses - As enacted, authorizes a court to enhance the statutory penalty, up to imprisonment for life without the possibility of parole, for a conviction under certain circumstances involving illegal aliens or crimes occurring on school property while students or other children are present; makes revisions to law relative to bail. - Amends TCA Title 16; Title 33; Title 39; Title 40 and Title 49.
