AN ACT RELATING TO INSURANCE -- INSURANCE COVERAGE FOR MENTAL ILLNESS AND SUBSTANCE ABUSE (Establishes a plan to improve the promotion of social and emotional well-being of young children as well as screening, assessment, diagnosis and treatment of mental health challenges of infants and young children under the age of six (6).)
