Mr. Gottheimer (for himself and Mr. D'Esposito) introduced the following bill; which was referred to the Committee on the Judiciary


A BILL

To establish a National Auto Theft Bureau within the Department of Justice.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. Short title.

This Act may be cited as the “Combatting Auto Robbery at the Source Act of 2024”.

SEC. 2. Establishment of National Auto Theft Bureau.

(a) Establishment.—The Attorney General shall establish within the Department of Justice a National Auto Theft Bureau.

(b) Duties.— The Bureau shall:

(1) Act as a national repository for information related to auto theft, including by facilitating real time information sharing agreements between Federal, State, and local law enforcement agencies across the country who are combatting auto thefts.

(2) Provide training, resources, and recommendations to private industry, the public, and law enforcement agencies on how to combat auto theft.

(3) Establish a pilot program to provide to State and local law enforcement agencies to facilitate information collection, information sharing, and implementation of best practices related to auto theft.

(c) Pilot program authorization of appropriations.— There is authorized to be appropriated to the Attorney General to carry out the pilot program under subsection (b)(3) $10,000,000 for fiscal year 2025.
