Summary
Public Safety and Second Amendment Rights Protection Act of 2017
This bill modifies various provisions of federal firearms laws.
Among other things, it does the following:
- prohibits certain firearm transfers between private parties unless a licensed gun dealer, manufacturer, or importer first takes possession of the firearm to conduct a background check; and
- requires states to implement plans to improve the submission of mental health and criminal history records to the national instant criminal background check system.
