Amendment reestablishes a semiannual Government Accountability Office financial review of obligated expenditures from the Independent Counsel permanent indefinite appropriation, and requires the report's findings to be submitted to the Committees on Appropriations of the House and Senate, the Committees on Oversight and Government Reform and Judiciary of the House, and the Committees on Homeland Security and Governmental Affairs and Judiciary of the Senate.
